My choice is cream first then jam.
Apparently, where I live in Cornwall this isn't proper but I've always done it this way.

1: Butter 2: strawberry or raspberry jam (I'm more a raspberry man m'self) 3: And then as much clotted cream as will fit on and stay on and still fit in the mouth without looking like the MGM lion.
That is the only way.
If you put cream on before the jam, you don't get enough cream... which is too silly.
